What? Are you conflating the use of sus with, well, what? Terrorism? The prevention of? I'm going to assume not, because that would be ridiculous.
For overseas viewers, sus is 'stop under suspicion'. It involves stopping and searching people on the streets. It was a law that was/is used to harass and intimidate young men, particularly black and minority ethnic men, by a majority white police force.
