I know for sure goods purchased in EU but to be shipped outside EU are VAT exempted (a way to limit double taxation as goods are taxed at import custom). I though it was the same for goods bought in US to be shipped outside USA... but then today a shop told me they will charge me VAT even for international shipping to Kenya Mind to explain ?

Vat rules differ from country to country but a business to individual sale you will be charged Vat.
Business to Business can be Vat exempt due to double tax treaty, depending what countries sale takes place in/to.
That is my take on it.

Thanks for that... a bit of googling and found out indeed that there is a Free VAT trading list... With the dollar equivalent to euro, purchasing the goods in EU and get them VAT free

fyi - if this helps.
bought works (og) from the us to the uk - charged tax at low rate (5%) bought works (og) from br to uk - not charged - charged at source to seller to get it out of the country. inside eu to uk - no charge. (however works brought into the uk for a show in the uk.. pickup vat on sale... boooo!)
otherwise i'd reckon from us to ken - would be dependent on how kenya taxes incoming goods as commodity or art or... something else.
